WASHINGTON (CN) - The Interior Department's Minerals Management Service has proposed additional criteria for monitoring and testing Outer Continental Shelf oil and gas wells with "sustained casing pressure" at connection points. Pressure may build up in the wells during drilling, causing blowouts.
Small, regular blowouts affect the marine environment, and large ones also may harm people and property, according to the MMS.
The amendments proposed would clarify and enhance certain provisions about risk, and add requirements and further clarifications. Revisions also would incorporate the American Petroleum Institute's Recommended Practice for managing the pressure.
Under the rule, Outer Continental Shelf lessees must follow best industry practices for wells with sustained casing pressure.
