TUCSON - Occupy Tucson defendants arraigned between Nov. 1 and 7 say Arizona's and a city judge's threats to ban them from downtown parks if they are cited three times for curfew violations are "arbitrary, capricious ... unnecessary, duplicative and pretextual." Occupy Austin also sued its city.
