Obama Sends Russian|Treaty to Congress

WASHINGTON (CN) - In a message to Congress, President Obama says performance of the treaty with Russia for Cooperation in the Field of Peaceful Uses of Nuclear Energy does not pose a threat to national security.

The president told Congress he has determined "that the situation in Georgia need no longer be considered an obstacle to proceeding with the proposed agreement; and that the level and scope of U.S.-Russia cooperation on Iran are sufficient to justify resubmitting the proposed Agreement to the Congress for the statutory review period of 90 days of continuous session and, absent enactment of legislation to disapprove it, taking the remaining steps to bring it into force."

The agreement, signed in Moscow on May 6, 2008, by then-President George W. Bush, permits the transfer to the Russian Federation of technology, material, equipment (including reactors), and components for nuclear research and nuclear power production, subject to U.S. licensing.

The purpose of such transfers is to further the ability of Russian nuclear containment technology to maintain the safety and security of the Russian Federation's nuclear energy facilities.
