Obama Keeps Wartime|Powers From 9-11 Events

WASHINGTON (CN) - Marking the ninth anniversary of the attacks of Sept. 11, 2001, President Barack Obama has extended for one year the provisions of Proclamation 7463 issued Sept. 14, 2001, by then President George W. Bush, declaring a state of emergency regarding those attacks and the imminent threat of future attacks.

Under the extension, President Obama retains a host of wartime authority regarding command of the armed services, including calling to active service the Ready Reserve, suspending retirement and separation of military officers, spending on military action beyond that allocated in the yearly budget by Congress, and suspending limits on the total number of flag officers active in the armed services.

Obama, like his predecessor has extended the emergency provisions invoked in the proclamation every year since it was first declared.
