Obama Issues ‘Insider Threat’ Memo to Admin.

WASHINGTON (CN) - President Barack Obama issued a memorandum to the heads of executive departments to address potential "insider threats," such as the massive leaks of classified government information two years ago.

The memo seeks to protect against "potential espionage, violent acts against the Government or the Nation, and unauthorized disclosure of classified information, including the vast amounts of classified data available on interconnected United States Government computer networks and systems."

The memo says it transmits minimum standards to the heads of executive agencies for dealing with insider threats to national security.

"These elements include the capability to gather, integrate, and centrally analyze and respond to key threat-related information; monitor employee use of classified networks; provide the workforce with insider threat awareness training; and protect the civil liberties and privacy of all personnel," the memo stated.

Last October, President Obama issued an executive order addressing structural reform in the classified networks and information sharing within the government.

Among other things, that order directed executive agencies to implement insider threat detection and prevention programs, including an insider threat task force.
