Obama Extends 911 National Emergency

WASHINGTON (CN) - President Barack Obama has extended for a year the state of National Emergency declared by former President George W. Bush on Sept. 14, 2001, following the terrorist attacks of Sept. 11.

The state of National Emergency suspends the normal limitations on the number of general and flag officers in the U.S. military, and requires presidential approval for all promotions, retirements or separation of those officers.

The proclamation also lifts similar restrictions and employment practices on commissioned and warrant officers, and allows the president to call all retired service members to the ready reserves or active duty.
