Noncitizen voting glitch

PHILADELPHIA — The Third Circuit declined to unseal Pennsylvania state government records after a DMV glitch at driver’s license application and renewal kiosks allowed thousands of noncitizens to register to vote. The documents were sought by the Public Interest Legal Foundation, which the appellate court concludes “lacked standing from the very outset.”
