No review for Arizona mental illness case

SAN FRANCISCO — The Ninth Circuit found that it lacks Article III jurisdiction to reach the merits of a civil rights claim brought by the guardian of a “seriously mentally ill” patient who was held in a hospital’s isolation cell. The lower court must reopen the case and remand this claim to the Arizona Superior Court.
