No more off-roading at Oceano Dunes

LOS ANGELES — A federal court in California granted the Center for Biological Diversity’s motion for a preliminary injunction keeping visitors from driving their dune buggies and other off-road vehicles at Oceano Dunes, where a federally protected shorebird, the snowy plover, nests and breeds. The state’s Department of Parks and Recreation may not issue more permits for such activities in the plovers’ habitat, with a narrow exception for park management, emergency vehicles and law-enforcement vehicles.
