No blackouts

AUSTIN, Texas — A federal court in Texas ruled the capitol’s “blackout period” on campaign fundraising for city candidates infringes their First Amendment rights. Though the candidate showed her rights were infringed and is entitled to damages, her request for injunctive relief is moot because she is no longer a candidate for elective office, nor actively campaigning.
