Ninth Circuit weighs in on canal dispute

SAN FRANCISCO — The Ninth Circuit upheld the dismissal of a city’s claims against the Bureau of Reclamation over a 2008 breach of the Truckee Canal, but found that the lower court should not have denied the city’s motion for leave to amend their claims on futility grounds.
