Ninth Circuit Shake-Up

PASADENA, Calif. — The Ninth Circuit on Wednesday quietly withdrew a 2-1 decision that said Yijun Zhou owed restitution for buying goods at a Target store in Colorado and Nordstrom stores in California with fraudulent credit cards, even though the Target charges were not explicitly included as part of the plea.

The one-page order notes only that a new opinion is expected "in due course."
