NEW YORK – The Second Circuit ruled that Ahmad Khan Rahami was properly convicted of using a weapon of mass destruction in New York City in 2016, finding that there was “significant evidence” that he intended to detonate a bomb placed on 27th Street. Another bomb he set on West 23rd Street injured dozens of people.
