New Orleans Juvy Jail Accused Of Abuses

NEW ORLEANS (CN) - Mayor Ray Nagin and the city's Department of Human Services violate children's civil rights by imprisoning them in a rat-infested hovel known as the Youth Study Center, still in disrepair after Hurricane Katrina, where kids - all of them black - are locked into filthy, tiny, dark cells, abused, and provided inadequate education and medical care, a class-action complaint claims in Federal Court.
