CHICAGO - A woman claims the Institute of Cultural Affairs knowingly hired a criminal to guard its building, which housed co-defendant Sarah's Circle, a counseling group, and he abducted, beat and raped her. She claims defendants knew the man was a criminal because he "was required to wear an ankle bracelet" while he worked for them.
