ENVIRONMENT - An environmental agency interpreted a regulation governing asbestos testing to require a minimum of three samples for homogeneous friable materials. The appellate division found that the interpretation was not irrational, and that the agency properly determined that the asbestos investigator had performed insufficient sampling. Kan v.
