N.J. Appellate Court

CONSTITUTION - The appellate court reviveda developer's claim that a zoning ordinance did not provide an opportunity for the development of affordable housing as required under the Fair Housing Act. J. Skillman found that the developer's failure to make a good faith attempt to settle outside court is not a basis for dismissal. See ruling.
