FORT WORTH, Texas — A federal court in Texas enjoined the federal government from barring certain business owners who don’t fall within its list of races or ethnicities from receiving services from the Minority Business Development Agency’s Business Center Program. The U.S. could not show how allowing Black and Asian business owners, but not white and Romanian ones, to participate served a compelling government interest.
