Mexican-Studies Case

SAN FRANCISCO - Arizona failed to persuade the 9th Circuit on Monday that it should be allowed to intervene in a 40-year-old desegregation case that the plaintiffs have revived to fight a law banning a Mexican-American Studies program in Tucson.

Also Monday, the 9th Circuit dismissed appeals by the Tucson Unified School District to four orders that modified the existing appointment order and the unitary status plan.
