In Texas, a man with the mental capacity of a 12-year-old claims in a federal complaint that a Harris County sheriff’s officer beat him senseless after he became unconscious — reducing his mental capacity to that of a 4-year-old. In California, a woman claims in a federal complaint Sacramento County sheriff’s deputies “smashed (her) head against a wall,” breaking a tooth, then left her “in pain and crying on the floor while they laughed."
