PHILADELPHIA — A Philadelphia resident is suing the city over its mask mandate, which was reinstated Monday. The plaintiff claims the Board of Health no longer has authority to impose such a mandate due to the length of time since the Covid-19 pandemic began. “There is no such thing as a 25-month emergency justifying a government in refusing to follow ordinary procedural requirements,” the plaintiff claims.
