An appeals court in Massachusetts ruled that a town planning board improperly concluded that a proposed marijuana establishment constituted “light manufacturing” and wasn’t allowed in agricultural and commercial business districts. The facility is a greenhouse, the court ruled, which is a use permitted in the two zoning districts.
