Man Cheated 488 Students, Utah Says

SALT LAKE CITY (CN) - Larry Webb and his company, Learning on Location, sold travel packages to 488 high school students who sought "study opportunities at various cities in the United States," but failed to deliver any of it, the State of Utah claims in Salt Lake County Court.

The state says Webb settled its demand for $1.2 million - a $2,500 fine per violation - by promising to return the students' money, and pay at $10,000 fine. But Webb didn't do that either, Utah Says. Now it demands the $1.22 million fine.

Webb, of Salt Lake city, owns defendants International Studentours dba Learning on Location.
