The Texas Supreme Court ruled a private contractor that provided instant ticket manufacturing and services to the Texas Lottery Commission is not entitled to immunity on fraud claims brought by plaintiffs who say the instructions on a scratch-off ticket were misleading and caused them to believe they had won when they did not.
