WASHINGTON — Acting on years-old petitions, the U.S. Fish and Wildlife Service on Monday said red tree voles and plateau spot-tailed earless lizards living on the north Oregon coast are neither endangered nor threatened and will receive no protections under the Endangered Species Act.
