The First Circuit ruled that a federal district court must reconsider seven New Hampshire state House members’ claims that a rule precluding them from participating in the legislative session remotely violates the Americans with Disabilities Act. The lower court must consider whether the plaintiffs are persons with disabilities within the meaning of the act.
