Legalization No Golden Road, Report Says

SAN FRANCISCO (CN) - Legalizing the 12 million undocumented immigrants who live in the United States would be unlikely to improve their employment prospects, raise their incomes, or result in increased competition for jobs with native-born workers, at least in the short term, the Public Policy Institute of California concluded in a new report.

Low-skilled immigrants, who account for the majority of undocumented immigrants, seldom move into higher-paying jobs as a result of attaining legal status, according to the "New Immigrant Survey," which reports on immigrants who attained legal status in 2003.
