Lawsuits Pile Up|While Ferguson Seethes

ST. LOUIS (CN) - Two more lawsuits have been filed against Ferguson, Mo., one seeking the police report of the fatal shooting of Michael Brown, which set off the riots, and one from a widow who claims that the city Tasered to death her naked, mentally disturbed husband two years ago.

The ACLU and two people sued Ferguson and its Police Department under the state's Sunshine Law, demanding "a copy of the incident report for the shooting of Michael Brown on Aug. 9, 2014."

According to the Aug. 15 complaint in St. Louis County Court, the ACLU requested the police report on Aug. 12, but the city refused to deliver it.

The document sought is "Ferguson Police Report 2014-12391."

Officer Darren Wilson, who shot Brown, is reported to be in California.

A St. Louis County grand jury was to meet Wednesday to consider evidence in the shooting.

In the other lawsuit, filed Tuesday in Federal Court, Tina Moore seeks damages for the wrongful death of her husband, Jason Moore, and for excessive force, failure to train and supervise, and failure to render aid.

Moore claims that police officers responded to a 911 call on Sept. 17, 2011, and saw her husband, naked, at or near an intersection.

She claims that her husband "had no weapons and did not pose a serious threat of harm or bodily injury. Defendant was suffering from a psychological disorder and demonstrated clear signs of mental illness."

She claims that defendant Officer Brian Kaminski Tasered her husband three times, including once near the heart, and that another officer restrained her husband while he was being Tasered.

"While Jason Moore was being restrained and repeatedly Tasered he stopped breathing and became unresponsive. As a result of the use of excessive force as described above, Jason Moore suffered excruciating pain and suffered a cardiac arrest resulting in death," the complaint states.

Defendants include Ferguson Police Chief Col. Thomas Jackson, Mayor James Knowles III, and the members of the City Council.

Moore is represented by Mark Floyd, of St. Louis.
