SAN FRANCISCO (CN) - Attorney General Michael Mukasey and his predecessors have illegally delayed for more than a decade a congressional demand that junkyards and insurance companies create a database so consumers can check a car's title and mileage and learn whether it was stolen or salvaged, Public Citizen claims in Federal Court.
Congress created the National Motor Vehicle Title Information System in 1992. Implementation of the system became the responsibility of the Attorney General's Office after the Secretary of Transportation informed Congress that it would not meet a January 1996 deadline.
The Attorney General had until the end of 1997 to establish procedures for reporting the information and to make the information available to the public.
Public Citizen and two other groups ask the court to order Mukasey to issue regulations and make the information available to the public within 30 days.
