WASHINGTON - HSBC does not deserve a $2.7 billion sanction for failing to inform judgment holders connected to the 1983 suicide bombing of the U.S. Marine barracks in Beirut, Lebanon, about three blocked fund transfers worth less than $25,000 in total, a federal judge ruled.
