CINCINNATI (CN) - A Hamilton County jail inmate says a police officer tortured him by firing "three rounds of pepper bullets into (his) chest at point blank range" while he was cuffed, shackled and restrained in a chair. Michael Jackson says the assault occurred while he was serving 9 months for a misdemeanor.
In his federal complaint, Jackson demands punitive damages from Sgt. Michelle Moore, who allegedly shot him, and from Sheriff Simon Leis Jr., who allegedly failed to train Moore and ratified the assault, which Jackson says was recorded on videotape.
Jackson says officers extracted from his solitary confinement cell by firing four shots of pepper spray into it, then shackled him and restrained him in a chair, where Moore shot him three times - which constitutes cruel and unusual punishment.
