Irving, Texas Discriminates| Against Hispanics, Candidate Claims

DALLAS (CN) - The City of Irving and its mayor and City Council unconstitutionally deny Hispanics - 40 percent of the city population - equal representation in government by its at-large voting system, Manuel Benavides claims in Federal Court. Benavides claims he could win an election from his district, but is shut out by the city's racist at-large system. See complaint.
