WASHINGTON - A federal judge consolidated two lawsuits by tax preparers fighting the requirement to pay for a "preparer tax identification number" every year. The cases are apparently unrelated to a 2014 ruling in which the D.C. Circuit overturned certain tax-preparer regulations.
