Input Sought on Paying for Insured Birth Control

WASHINGTON (CN) - Three federal agencies seek comment on ways to provide contraception under insurance plans without requiring certain religious organizations to share the cost.

For those religious organizations not already exempt from covering contraception under February regulations and that object to the coverage for religious reasons, the proposed amendments would establish alternative ways to cover contraception without co-pays.

The proposed amendments would establish alternative ways to fulfill the requirements of Section 2713 of the Public Health Service Act and companion provisions under the Employee Retirement Income Security Act and the Internal Revenue Code when health coverage is sponsored or arranged by a religious organization that objects to the coverage of contraceptive services for religious reasons and that is not exempt under the Feb. 15, 2012 regulations.

The agencies involved are the Internal Revenue Service, Department of the Treasury, the Employee Benefits Security Administration, Department of Labor, and the Centers for Medicare & Medicaid Services, Department of Health and Human Services.
