Inmate Calls Torture|Common in L.A. Jail

LOS ANGELES (CN) - In the latest lawsuit against L.A. County and Sheriff Lee Baca, an inmate claims he was tortured and sexually abused at the Men's Central Jail - and that jailers routinely tortured inmates, or had them tortured.

Jose Transito Flores sued the county, Baca and 10 Doe officers in Superior Court. He claims he was subjected to "torture, punishment, and physical and sexual abuse" inside the jail in January 2010, "without provocation, cause or reason."

Flores claims the defendant Does conspired to punish and torture him - and others.

"They would take him to the jail cells of the most dangerous inmates, which was an area known as 'High Power,' and allow, encourage and cause other inmates to beat and rape Mr. Transito Flores. This type of conduct was a custom and practice of the LASD. This custom and practice led to the regular, unnecessary, unconstitutional and unreasonable use of force through punishment and torture of person in LASD custody."

Flores claims the Doe defendants took him from his cell at least seven times "and allowed, encouraged and caused him to be raped by, and forced to perform oral sex on, other 'high power' inmates. ...

"They also physically tortured and abused Mr. Transito Flores, resulting in a broken right leg, a broken finger on his right hand, and injuries to his eyes, including the loss of his eyesight."

Flores seeks damages and punitive damages for constitutional violations and municipal liability. He is represented by Arnold Casilla with Gregory W. Moreon & Associates, of Montebello.
