Injured Driver Wants I-5 Overpass Fixed

SEATTLE (CN) - A driver whose shoulder was shattered when someone threw a chunk of concrete from an I-5 freeway overpass has sued Washington and Seattle for failing to install protective screening in the high-crime area known as "The Jungle."

Anthony Clark Jr. says Seattle police have been called to The Jungle at least 45 times since 2004 in response to people throwing things off the overpass, attempting suicide, walking into traffic, loitering and doing drugs. But the state and city have failed to clean up the "zone of danger," Clark says.

The Washington State Department of Transportation Design Manual calls for protective screening to be put on bridges that have "a history of multiple incidents of objects being dropped or thrown and where enforcement has not changed the situation," according to the complaint in King County Court.

Clark underwent two surgeries to repair his shoulder but is still unable to use his right arm, he says. He wants protective barriers installed on the overpass and compensation for his injuries.

Clark is represented by Karen Koehler with Stritmatter Kessler Whelan Coluccio and Ron Ward with Jones & Ward.

The overpass in question passes under South Holgate Street in Seattle.
