HOUSTON (CN) - A woman who runs a Web site that tracks police shootings in Houston says the Harris County Medical Examiner is refusing to release records on a man who cops shot to death in his home while executing a no-knock warrant. Wilfido [sic] Alfaro shot at the officers, who were dressed in black clothing and masks and did not identify themselves before they killed him, according to the complaint.
Arlene Kelly runs a Web site called civiliansdown.com that reports on law-enforcement shootings in Harris County, which include Houston.
According to her FOIA complaint in Harris County Court, an unidentified informant told police that Alfaro had cocaine. The cops burst in while Alfaro was at home with his 5-year-old and infant son, Kelly says.
"The officers did not identify themselves pursuant to the no-knock warrant and were wearing black clothing and black masks like felony home invaders," according to the complaint. Thinking they were gang members who might kill him and his kids. Alfaro shot one of the cops before they killed him, Kelly says.
"No cocaine was found," she adds.
She says Harris County and its Medical Examiner Luis Sanchez claim that the autopsy report is excepted from disclosure.
Kelly denies it. She says all information on the deaths of people who died in the custody of law enforcement is public record. She wants a copy of Alfaro's autopsy and toxicology reports from the Harris County Medical Examiner's office.
