GOVERNMENT - Landowners challenged assessments for the maintenance of a drainage ditch. The Indiana Appeals Court found that the drainage board properly omitted documents from the record regarding E-coli contamination of a drain, because the information was not pertinent to the establishment of a drain maintenance fund.
