MANHATTAN — The Second Circuit reversed a ruling requiring the federal government to disclose to the Knight First Amendment Institute at Columbia University portions of a volume of the Foreign Affairs Manual and the questions used to determine whether to apply a “terrorism related inadmissibility ground” to immigration applicants.
