PHILADELPHIA — The Third Circuit ordered the Board of Immigration Appeals to hold an evidentiary hearing on whether the alienage of two Guatemalan immigrants must be suppressed under the Fourth Amendment because such evidence was discovered by a Pennsylvania trooper in a traffic stop.
