Horseracing regulations

LUBBOCK, Texas — A federal court in Texas shot down challenges brought by the state, the Texas Racing Commission and others pertaining to the Horseracing Integrity and Safety Act, which empowers a private entity to create federal regulations. Congress amended the law to allow the Federal Trade Commission to provide oversight, so it is constitutional.
