Horse massage

ALBANY, N.Y. — Finding that she failed to bring an administrative challenge in time, a federal judge dismissed a horse masseuse’s claims against New York over the confluence of state laws that prohibit her from advertising massage services because she lacks licensing for veterinary work or human massage.
