Home-Care Firm Sues Uncle Sam

DALLAS (CN) - Home Health Specialists, which develops "turn-key," licensed businesses and sells them, claims the U.S. Department of Health and Human Services is illegally denying it 23 licenses. It claims Uncle Sam approved 11 licenses, then stopped approving them upon learning that the plaintiff immediately sells the licensed businesses; plaintiff says there's no prohibition on doing this.
