SAN FRANCISCO — The Ninth Circuit denied Arizona’s petition challenging an order compelling it to turn over dozens of documents to an associate professor at the University of Arizona who claims the state-provided health care plan, which excludes coverage for hysterectomies that are necessary for gender reassignment, is discriminatory. The documents relate to the state’s rationale for the exclusion.
