Health Plan Exchange Eligibility Considered

WASHINGTON (CN) - The Department of Health and Human Services has proposed eligibility determinations for health insurance exchange participation and insurance affordability programs and standards for employer participation in the Small Business Health Options Program.

Once finalized, the rules would implement certain functions of the new Affordable Insurance Exchanges, consistent with the Affordable Care Act.

The exchanges, slated to become operational by 2014, are meant to provide competitive marketplaces for individuals and small employers to directly compare available private health insurance options on the basis of price, quality, and other factors. They also are meant to help enhance competition in the health insurance market, improve choice of affordable health insurance, and give small businesses the same purchasing clout as large businesses.

The Centers for Medicare & Medicaid Services also are moving toward implementing insurance exchanges under the Affordable Care Act, with a proposal on eligibility, enrollment simplification, and coordination among Medicaid, the Children's Health Insurance Program, and the exchanges.
