Blue Cross Blue Shield and affiliates knowingly and wrongfully bill recipients of out-of-network emergency ambulance services, rather than the ambulance services, which are legally obligated to provide the services, to coerce the ambulance companies into entering contracts with Blue Cross at steeply discounted rates, the Ambulance Association of Pennsylvania and a slew of others claim in Pittsburgh Federal Court.
