Harassment

ANNAPOLIS, Md. — An appeals court in Maryland ruled an elderly woman was improperly convicted of hindering school bus drivers and harassing Montgomery County Public Schools — including by allegedly impeding access to school grounds by giving out popsicles to children. The school district isn’t a “person” for the purposes of the relevant criminal law.
