BALTIMORE — In a suit alleging Maryland’s handgun licensing requirements violate the Second Amendment, a federal court in the state ruled they align with the state’s “need to verify the identity of gun purchasers, deter straw purchasers, and ensure that handgun users have sufficient knowledge about guns, so as to mitigate safety risks.”
