Halloween Arrest

A Louisiana appeals court ruled that officers, who had made 55 illegal firearm arrests on Bourbon Street on Halloween, had reasonable suspicion to approach a man whose bag had a “large bulge” in it. The man suspiciously repositioned his bag when he saw EMS personnel.
