MEMPHIS — A federal judge rejected Elvis Presley Enterprises’ retaliation claim arising from a dispute with the city of Memphis over a planned redevelopment of Graceland, including a proposed 6,200-seat arena at Elvis’ former mansion. Graceland could have revised its application to exclude the arena, so Presley Enterprises failed to exhaust its administrative remedies.
